All templates are made on existing maps.

@joeydavis If you are asking for using an existing map as a template for a new map, then no. But you can ask the creator of the map for the source file.

You need to be high enough level to use that map and yes, with base as the map you can use for templates you want to make. If you want to transfer template across maps, you need to do it manually.
