If you want to use an online image without saving it:

Go to https://i.pinimg.com/originals/77/98/8b/77988b01ccf8f8fee94d98c6d7f0c950.jpg
Right-click the image > Copy Image
Go to Inkscape
Press CTRL + V

If you want to use an image that's already saved on your device:

Go to Inkscape
File > Import > *browse for image* > Open
OK

If you want the image to the appear when the map is uploaded on Warzone, the image needs to conveted to a vector; see http://goinkscape.com/how-to-vectorize-in-inkscape/.
