A simple, and subjectivity limiting way would be to poll many active players about what order clans should be in. Of course this is not without problems, and assumes players take the poll seriously (questionable all players will) but could provide a reasonable approximation of where clans rank by skill.

That runs into problems-- competitive clans are inherently low in player count, so they'll naturally face a disadvantage compared to, say, DARKLORDS.
