Making a map takes time and effort, tons of it (sometimes weeks or even months if it's a detailed map like you're asking). That's not something mapmakers are willing to do for free unless it's a map they want made as well. So you have 3 options:
1. Find a mapmaker who actually wants to make a detailed map of Kenya (unlikely, or else it would have been made already).
2. Pay someone to do it. Coins are a valuable commodity, and for the right price, some mapmaker will make anything you want.
3. The most realistic (and in the long run, probably best) option: do it yourself.
