If an AI receives 0 armies per turn by default it will not move, even though it could secure a bonus. Is there any action a player can take to persuade the AI to play without an income?

The AI unfortunately is not built to handle all situations well. Having no income is one of them. It's probably fixated on one spot it wants to take, but unable to since it doesn't have any income and it doesn't know how to move armies to the spot it wants to take.
It may still eventually move, but there's no way to know how to make it happen. It may just happen randomly since its behavior has a random component, or it may happen by having the landscape change (i.e. take territories around it)
