You need to scale the map up. There are many territories that may not fit a single-digit army and that definitely won't fit two-digit armies.

I don't see any territories too small! The smallest would probably be Banespa, but it looks okay to me. Of course I can't be sure, but it doesn't look bad to me.
Idea: make different or additional bonuses, since the ones there are now are spread across the map, thus making it almost impossible to get one. I'm talking about bonuses like Reitoria, Biologicas and Engenharias.

Moros, do you think that territory would fit a double-digit army? Certainly doesn't look like it to me.

The smallest one I see appears to be 'Gabinete do Reiter' which is right next to the yellow six on the top-right. It appears that it would barely fit that 6 if at all and definitely couldn't handle 10+ armies properly.
