Hello Map-makers,
Can I create a new version of my map with people actively playing on the old version? Do I have to wait until those games are played out before the new version becomes active?

As an experienced mapmaker, I can say that you don't have to wait till those games are played out. You can already start with your new version. People that have a template with the old version can still use it, even if the new version becomes active.
