Stacking is only effective if he got a big positional advantage. Otherwise you can just expand a lot and he will have to put pressure on you and split his stack

I think he is talking about games where every territory is distributed automatically to every player and every player has just 1 or 2 territory. The only strategy here is to stack. The last person to attack usually wins because he will attack with the biggest armies.

In those games there are no opportunities to expand early in the game
