The idea is good, but I'm afraid there will be too many similar colors, and it may be a huge mess.

+1 to the guy who's name 00Dev can't type. I already have problems picking out some pairs of colors from each other; even though the "Select visible territories" function helps this, it can be rather problematic if it's a real-time game and you're constantly checking who's who in between each order.

Never mind, I don't understand either. :-/
Plus there are a lot of screens that will, in fact, display the same colour for different hexadecimal combinations. Some will, for example, not show the colour #FF FF FE (which is already indistinguishable from real white) but show #FF FF FF with a pixel of #FF FF CC every now and then. On small territories, these sole pixels won't show up, thus making the colours indistinguishable even for your computer.
So +1 for *the guy whose name 00Dev can't type*, which, I propose, shall be the new nickname of... that guy. :)
