having your initial territory being that much increased over other players is quite a cumulative advantage.. and saying other people knew about it, when the only truth to that statement is another player taking away your advantage.. means you attempted to cheat, and got caught, and now want to play the victim..

exactly true... merely underhanded.. the same as making the sanctions card give bonus income instead of negative income, and then using that advantage that other players unknowingly give you to pwn them.. yeah.. technically not cheating.. but he knowingly held his silence for hopes of gaining an advantage
