I've made a map of Luxembourg by Communes, and tested it a couple of times, so I'd be surprised if there are much more missing connections to be found.
This map only contains 3 large bonuses,(the provinces Luxembourg, Grevenmacher and Diekirch) so it'd be best to play it so you get 1 army for each territory.
It's not online yet, but as soon as it is I'll post a link.
By the way, I'm done with Luxembourg, but I'm going to use this same map inside a larger one.
