Is there any way to remove the playing or discarding of a card without having to actually "start over" if not it would be a good thing to incomplement

Everything you do for a turn gets inserted as a list in the top-right corner, under the "Orders" heading. There, you can delete orders individually without having to start over.

Click on the order in your orders list and delete it clicking on the red cross. If it's a reinforcement card though, you'll also need to reduce your deployment to the number of troops your sheer income gives you.
