I am ready with all of the center points, the most of the territory names and bonuses, and a lots of links, but now I want to change some borderlines. It is possible to redraw borders and hold the settings, or I have to start again from the beginning if I change the borders?

Yes, You can change the SVG file and re-upload it using the button labeled "Upload new vision (svg)"
