Do they replenish at the end of each turn or after each battle?

If they replenish after each turn, then attacking with 2 countries of 100 armies each should win (and one of them could be a blockade).

If they replenish after each battle, then attacking with 2 countries of 100 armies each will loose (and a blockades is useless).
