"Play a diplomacy card on two opponents."

Does this just mean that I have to play two diplo cards on one turn, each on a different opponent?

Or does it mean that in a 3-man fight, I need to play a diplo card to get diplomacy between my two enemies?

Nope. You only need to play a diplo card on two opponents. It doesn't matter how many others there are.

make sure the game isn't a practice game.
