Am creating a Game of Thrones diplomacy, and I need to transfer armies to enemies on in order to make a certain element of it work, but when I make a game, there is no option? Did they remove it or am I just blind? I have commanders on, is that messing it up?

It was never possible to transfer armies to an enemy. The only way is giving them to your enemy with a gift card.

You can also use negative sanctions to boost an enemies income, if you so wish it.

transfering to enemies would almost completely invalidate the current reasoning behind transfer only moves.
