I think its map 14. It has the oceans you also control. When i start it, i have zero on my 1 territory. And it gives me zero to deploy. Obviously i cam also not attack. The next milee also will not give me any to deploy because it only gives yoy 1 for every 2 territories you own and it only starts you with 1.

He is referencing the single player level 'A different approach' in which income is based on territories controlled. You start with 0 income and 0 armies but you do have a commander.

Obviously you need to rely on only the commander for the first few turns until you can build up sufficient armies to expand elsewhere. There is nothing wrong with the map, only apparently your understanding of how commanders work.

oh yea never thought about the fact that single player has more than 6 levels these days.

Quick summary of what is standing there:
- Commander is worth 7 armies
- Commander won't lose or gain strengh during the game.
- If you lose all your armies and the strengh of the Commander (all 7 commander units dying) you will be eliminated from that game

Additional note regarding commanders... normal armies deployed with the commander will die before the commander armies are touched. Thus, if you are attacking a neutral 2 or 4 you are better off doing so with no additional armies since they will just be wasted. Obviously you can only do so when you are certain the enemy won't be attacking said neutral with force.

Killing an enemy commander turns all their armies to neutral immediately.
