So when are you going to divide into tiers? I'd probably do it this way (with the idea that the templates will change from season to season...not just strat ME, which would alter the rankings for me):

Well, the trouble is there are a lot of tier 3 people in USA

If you want to make the tiers equal in playing strength then you don't want to put the M'Hunters player SuperSmoove into tier 4.

The tournaments will actually be created Sunday morning due to complications I have today IRL.

Hopefully this does not cause problems for anyone.

I'm not sure that Smoove's current ladder makes him tier 3 over anyone else in 3. His rating atm is similar to mine, but that's on SR, I don't think he can compete with the top on WR.
I think tier 4 though is the one with biggest skill gap from top to bottom.
