I think he was being sarcastic. You are fundamentally equal to all other Americans, and you should all have the right to vote for President, including those in jail. I mean, the laws affect them even more, considering where they live. And not voting solves NOTHING.

The joke was that I pretty much described how things in the Holy Roman Empire went down.
