Ever wonder why you were in jail at the beginning of Oblivion. Do you just make up something to set the role play mood or have you ever thought it was for something more.
Well I figured out why you were jailed and sentenced to execution.
The biggest give away is children yes why are there no children in Cyrodiil.
The answer is that you had abducted and murdered EVERY child in the country before being caught.
Why else would there be no children or the adults not speak of them because someone no one knew had killed them all.

in my first run in oblivion i had this backstory:

I (Dunmer) was part of a bandit-gang and we tried to rob a merchant caravan.
but the people from the caravan was undercover imperial-guards.
and they slaughted my whole gang and i, as the last standing bandit, surrendered.
so i was in the prison and waited for my execution and then the emperor showed up... you know the story.

after i was free i decided to change my life-style. i helped every person he meet,
became the champ of the arena, helped some daedra-gods and at the end saved Cyrodil from the apocalypse ;)

I was a Hero.

then i joined the Dark Brotherhood, became an assassin and slaughtered every person in cyrodil.
