Each state (+ the capital) receives an army bonus based off of the States' Electoral College value. High Representative States are of high value! Added in are bodies of water and surrounding regions with zero bonus value for more strategic fun and mobility.

The map idea is very interesting and topical(today is 3 nov 2012).
But the outlining districts make this map unintuitive.
And if you have CA and TX you almost cant lose, so it makes the map unbalanced.
