But about the Sørlandet bonus. While it was just a normal bonus, it was really op, even when i nerfed it a little. You could get it really fast, and from there you had lots of other small areas to capture, again, really fast. On top of that you had direct access to the sea-ways. People who started there usually just grew faster then the rest and screwed them. I didn't want to make the place useless, but rather dissuade people from starting there all the time. So i made it riskier. You get 19 for 15, but you better not get penetrated, then you get -5 at worst. Besides, why not have negative income? It's really uncommon, i think it adds a bit of extra flavor.

Unbalanced how? That some bonuses grant a greater relative bonus than others? Well, that part is intentional. The base distribution is: Small bonus grants 66% of territory numbers. Medium bonuses grants total county territory number, minus the total amount granted from it's adhering small bonuses. Large bonuses grant 33% of total territory numbers.
However, some places are inherently worse due to their geography, so i buffed them to even it out.
