It's hard to tell from the map what territories are supposed to be connected and in some places (such as in St. Denis) there seem to be actual mistakes in the connections. This map would be improved greatly by redrawing it slightly to show adjacent territories clearly, and by making sure all the connections are right. I think it would be a quite good map for small games after fixing these playability problems.
The 8 army Cirques bonus that is hard to control is probably not very important for most games. I don't know how you can hold it without already having a winning position anyway.
