Very imbalanced. Starting Downtown is a distinct disadvantage as immediately all other players will target you. Fortuna is, by contrast, greatly over-powered. It has only three access points, none of which is part of its actual territory, meaning players in Fortuna can hunker down behind a buffer zone and let the others pick one another apart.
