Maybe make a 3 player FFA with random distribution and 2 starting points. Reinforcment, diplomacy and surveillance cards will be appropriate, I think. Opinions on this template?

The central bonus - you mean the cup, right? If that's the case, there are two territories that reach the cup. Yeah, the map is shitty but still, it can turn out of to be a nice tournament 😀. For example Monaco was very unbalanced too but I found it pleasant to play on.

No there is a central bonus. Central United States. That bonus in the middle does not connect to the others. The blue territories.
