Editing No income for odd/even number of territories

This [[mod]] removes a player's or team's income if they own an odd or even number of [[territories]]. 

Available settings:
* Trigger on odd or even turns
* Apply to team total or individual players (only has effect in [[teams|team games]])
* Remove income by a fixed number or by percentage
* Amount of income to be removed

Note that due to Warzone limitations, turn 1 income cannot be modified.
