Either China or Somalia.
China for it's stability. Although, China's getting just a little bit on the unstable side...
And Somalia for it's instability. At least, I think so. Not much has been going on there.
Then again, I'm starting to prefer Mongolia/the Netherlands.

Costa Rica, it's a long story that involves my RP in a diplo. You see there was this PE, so we encaged him. Then he escaped. So we told him there was a vacation spot in Costa Rica on the tunnel to hell.
Also Costa Rica has almost no dumb Americans!
