There is no need for a panel like this. Anytime a vote is required, all clan leaders involved in CL get to vote. Improvement threads are also made for suggestions.

Anytime a vote is required

Votes are never needed for CL, you and the panels basically have the power between you to do almost anything. This isn't about when votes are needed, but when they're wanted. Again, I'm not saying these votes have any power, like the template votes do. They're merely so the participant players' opinions are made known in a concise way instead of the nasty back and forth you see on forums.
Now I've only seen about three different people voice an opinion here, anyone else?

Everyone in Ethics and Audit was voted on.
The leader of CL organisation was voted on (That would be Cowboy*. Thru, he ran unopposed if i recall right)

The template panel is not voted on, but rather picked by the CL leader. And then Templates are voted on.

Structure wise: CL organisator does the entire thing. Ethics deals with and investigates rule breakers. Audit is the clan's representatives and, well Audit the organisator and/or Ethics. They are also the appeal body.

LND, it sounds like a fair idea... but, like Cowboy said on the first page, nothing would ever get done. Since I think the Clan League goes slow enough as it is with voting/decisions with only a few people to decide the outcome, with over 25 people deciding the outcome, certainly nothing would get done quickly at all.

But, if there was a time limit to send in votes, it may work. And if the clan leader didn't send in a vote in time, the clan doesn't get to vote on the subject being discussed.

Which always leads to the following:

Someone disagrees with a panel decision.
They start mailing the people they know will agree with them to push votes in their favour.
The rest of the people aren't aware enough of the situation and will abstain or make an uninformed vote.
Panels get way less done because of clans' interference.

Good point, that's a flaw I hadn't thought of. Perhaps I'm too trusting of people's good nature. 😉

Tbest, about the audit panel, that's kind of my point. A two-person panel might be efficient, but not overly representative.

But it seems this won't work, either because of opposition from the people in power or simply logistical issues. Perhaps one of these by themselves could be beaten, but both at once is enough to prevent this. Ah well.

I dont get the ruckus.
there are guys that are willing to spend time to organize CL.

They get very few for what they do.The system is not perfect, true, but even so we still get to play our beloved CL.

Yes, maybe with a different representation we d have played 3vs3 Eu and App d be playing next CL.

Nonetheless no representation without taxations.

Keep bothering the organizers what will bring ?

And this nonsense discussion goes on.

Every single idea you stated here has been discussed in the past. We have an official format of CL with different organizations. And we have got this format, as all clans voted on it and prefered it.

The whole let clans vote on everything stuff does not work and you can stop discussing this. We do not even let every clan vote in most of the cases they vote on, as especially some in lower divisions tend to be uninformed.

And I find it strange, that guys who do not have played a whole season think they know everything about what needs to be changed in a popular league which is running for 12 seasons already.

If you have concrete suggestions (please not about changing the organizational stuff) you can post them here:
https://www.warzone.com/Forum/407189-clan-league-improvements-thread

Or if you only want to share your thoughts on stuff, do it on discord:

I haven't noticed you over there. And usually valid suggestions have good chances of making it in. No need for more bureaucracy.

I don't get paid to do this. I'm doing it with my own time. I don't see why people who just play should get to decide on everything. I agree that the occasional vote is not bad, specifically when I am at a split decision.
