On top of Jews, military budgets are behind most major sceintific achievements. ARPANET, Penicillin, the jet aircraft, V1 and V2 rockets (which were the start of our space program), drones, nuclear energy/nuclear bomb. Airplane design went from bicycles to jet planes over the course of WW1 and WW2. Medicine advanced 100 years worth during just WW1.
Hell Ceaser, was the first person ever to bridge the Rhine and he did it because he wanted to campaign against the Germans.
Greater military budgets mean greater scientific achievement. Its why the rate of innovation has slowed since the end of the cold war.
The next time your politicians want to increase your military budgets think hard about the advancement of humanity.
I think you confuse military spending with war situations. Its proven that war, or problems in general, is the greatest motivator for innovation. Why inventing the fence, when no one attakes you? A reason for inventions is needed. You correctly pointed out that, looking back, WW2 greatly helped with scientific advances, and not only in the military field.
However it's not the budget alone, an armed conflict at home is needed for such advances. Just look at Saudi Arabia, an insanely high military budged, but yet they barely advance technologically without foreign intervention.
