America is not a dictatorship unlike Saudi Arabia hence it is not defined as a nation in submission to a particular dictator/party.

Seriously though, America fought a civil war over a cultural difference, and it's still enough to have nationalists cry out for a strong Confederacy. Not to mention that Mexican culture was here since the US annexed that territory.
