I will possibly combine countries if there aren't enough in some.

Good idea, it might also be worth spliting larger countries if there are too many, like splitting USA into States, for example. Else North America is going to be way too underrepresented compared to other continents like Europe for example.

Ireland won't have 3 it is very unlikely considering we are a rare breed on WarLight.. so if Lolicon Love or Ace Windu want to join they are free to join but I will be representing Ireland.

Does Ireland need 3? Even if there is only one representative from Ireland (me) can that player solo-represent that nation?
