Legacy and the Final Forbidden Knowledge are the same person. Legacy is currently his main account, so I guess is only 1 inactive.

Yep, TFFK originally signed up for the small earth league, too. Then he pulled out and said to invite his main account, Legacy. I'd say, since they are the same person, to just invite Legacy, not TFFK.
